I am sort of new to this also, I have a troop that was started about a year
ago. Geographically I am on the end of the food chain from my district.
They have offered help, but usually refer me to me district which is
functional (sometimes) for roundtables and not much of anythig else. I
have heard the same story from other scoutmasters in my district. I have
not been given anything in writing and have not found anything, I am sure
it must be somewhere in all the literture that is out there. If this is a
fact then I have sinned, and intend to sin again until I am told I can not
accept donations. Council nor district did anything financially to start
our troop other than collect the registration fee, and ask for donations to
the friends of scouting. All of the equipment has been through donations
(CASH!) and some camperships have been through dontations. My local United
Way can not help me out, the money they receive has to go to council, as a
result they do not list the Boy Scouts and do not forward any donations. I
am sure some lifelong scouter or commissioner on the list can provide us
some guidance and specifics. I can understand why few people want to
volunteer and try to run a troop, the paperwork and support from both ends
(Council and Parents) can be truly disheartenening.
I hope some positive factual response comes forth.
