1) Units may not solicit cash contributions. Individual Scouts and Scout
units must "pay their own way" (in B-P's words) and must give value for
value received (i.e., must sell something useful during fundraisers).
Soliciting direct cash donations is the province of the Council. There are
a number of excellent reasons for this policy, which I won't belabor here,
and which I support.

2) Unsolicited donations given to a unit are actually donations to the
unit's Chartering Organization (CO), as the unit itself owns nothing, and
their CO owns everything, even the unit's tents and flags. The Council has
no legal or (in my NSHO) moral right to the money, and the CO can go tell
them to go away. The CO can take the money and spend it on Scouting, on
other programs, or anything else they wish that is in conformance with the
CO's tax status, and the Council has no say.

COURSE OF ACTION:

1) Tell your Chartered Organization Representative (COR) and Institutional
Head (IH) the above.

2) Tell the Council to call your COR or IH and discuss the matter with them.
