Try Webster's dictionary and the table of organization of the BSA. We
for example have a Troop in Lewis-Clark Trail District, in Inland
Northwest Council, in (I forget which) Area W1 or W2, in Western
Region, in the national Boy Scouts of America.
One may safely assume that "Area" refers to Area W 1 or 2 (and the
like), Region refers to Western Region (and the like), and National
refers to the BSA (as for Jamborees or OA Conferences).
To draw or suggest any other conclusion would be more stubborn than
it would be thoughtful.
