i don't believe it has to, but it is somthing u have to convince ur council
about, because they control the budgeting.
i have long contended that the district dinner (recognition activity) does
NOT have to pay for all the awards. (although the money has to come from
somewhere).
i believe it can easlily be handled by paper transactions. for example
whenever an activity proposes to make awards or presentations to its staff,
then awards shoud be part of THAT activity's budget. the money is then
fenced (within the council's bookeeping) for awards/recognitions. at
award/recognition dinner time, that money becomes available for the award
presentations. even if the activity plans no awards, a small percentage of
the overall cost can be set aside for annual awards.
charging attendees for award night is self defeating, and decreases the
likelihood of broad attendance (by those not destined to receive awards.
another possibility is to solicit donations specifically for scouter awards.
my point is that it is a copout to claim that each activity must (on its
own) break even. it is appropriate for some activities to subsidize others.
but convince ur professional staff to do that.
