I may be wrong, Bill, but my impression has been that chartered
organizations can deny admission to their unit on any basis they please.
Therefore, if National BSA became more inclusive and allowed admission of
Hindu, Buddhist, or atheist Scouts and Scouters who may not believe in God
the way you or I may, the individual chartered organizations could still
exclude those they felt they needed to exclude. I believe this is being
done now based on sex, with single sex units in many countries, including
the USA where Venture Crews can be coed but are not required to be coed.

Again, I may be wrong about this and need an adjustment to my knowledge of
chartered organization rights. I do know that they own the unit(s) and can
often be more restrictive than National in many policy matters.
