Dilemma - Please help

I forgot some important information in my first post.
First, the SM has been to basic training within the past year. He is
also a new SM, only holding the position for just over 6 months. The
previous SM was awarded Scout Leader of the Year, last year. Right
after that, he moved. I think to Arizona. The new SM is questioning
some of the items that the ex SM signed off in the Scout's handbook.

That's all I can think of now.
