Twist on turning 18

Hearing about an active 18 year old SA quitting is frustrating to me. We
are trying to rebuild a Troop with little active help from parents willing to
be Scouters.
My question is this. Has anyone ever recruited "New" adult SAs from
neighboring Troops who wish a fresh start (i.e. a place where they are
not still looked upon as a "kid")? Or is this taboo?
