Marcia,

The SM sounds like a wonderful guy and I applaud you for supporting him.
But what do the boys think of the ideas that have been proposed? The first
ones to be asked should be the PLC, and the members of the PLC can take the
ideas back to the patrols to get individual Scout comments. Then the PLC can
make a choice based on what the boys want. And I'll wager that they reject
the idea of changing patrol names all the time, especially since no two boys
will advance at the same rate. You wouldn't want to stigmatize your best
camper because he never went beyond Star, would you?
And there's been a lot of discussion on Scouts-L that there really is only
one Scout uniform. What you're asking about is the wearing of an "activity
shirt" (a BSA or unit-designed T-shirt) in lieu of the standard Scout shirt.
Or do you mean to do away with wearing all parts of the Scout uniform? I
haven't been affiliated with any unit that didn't require wearing of the
uniform at regular weekly meetings, although the uniform shirt would come off
for physical activities. And a couple of units have T-shirts or golf shirts
that are worn instead of the uniform shirt for travel or other relaxed
occasions, usually during the summer.
But these are just my $.02.
