Explorer Eagle Advancement: Extension to Dec. 31st?

Dear Scouters --
This question may have been answered -- if so, please only reply to me
personally (at my email below -- not my WIFE's email in the header!)
with the correct interpretation, and how it was verified.

The President of my Explorer Post (which is now a Venturing Crew) has
finished up all the requirements (the OLD requirements) for Eagle, and
finished the write-up for his project. I've told him that, as a
Post/Crew member, he has until Dec. 31st to "grandfather" his Merit
Badges under the old requirements. He earned Safety, but not Personal
Management.

My Council isn't so sure. Here's the official statement, and I can
see what they mean when they say they're uncertain:

Rank Advancement for Venturers and Explorers

"Any male Venturer who has achieved the First Class rank as a Boy
Scout in a troop or Varsity Scout in a team may continue advancement
toward the Star, Life and Eagle Scout ranks up to his 18th birthday. He
must meet the requirements as prescribed in the offical Boy Scout
Handbook and the current Boy Scout Requirements book. The Venturer
may fulfil leadership requirements by serving as president,
vice-president, secretary, or treasurer of his crew, or as boatswain,
boatswain's mate, yeoman, purser, or storekeeper for his ship.

"The Scoutmaster conference will be conducted by the Advisor or
Skipper. As the Venturer meets the requirements for the Star and Life
ranks, a board of review will be conducted by the crew or ship
committee. The Eagle board of review should follow the procedures
established by the local council.

"Explorers who are currently working on rank requirements toward the
Star, Life and Eagle Scout ranks may continue to do so using the 1998
requirements until December 31, 1999."

NOW THE QUESTION IS:

The last paragraph says only "Explorers", and not "Venturers and
Explorers" (as in the title). Was it the purpose of this wording to cut
off those Explorer Post members who became Venture Crew members, so that
this portion of the old Explorers would NOT have an extension until Dec.
31st? Does the extension ONLY apply to those Explorer Posts with a
career emphasis, who are the "new" Explorers?

Any clarifications would be GREATLY appreciated (by me, to "save face"
with a wonderful Scout; and for the potential Eagle candidate himself!)
And if you know of an appeal process for interpretation, please let me
know.
