Sheryl,
The first thing you have to know is how many of your committee members are
registered, because the only ones with a vote are those registered as MCs
with the BSA. That also means that the Cubmaster, CAs, DLs and WLs are not
allowed to vote; their responsibility is to work directly with the boys and
leave the administrative details to the committee. And interested parents,
while vital to the success of the program, have no voting rights.
That being said, the units I've been involved with always go with a
majority of those committee members present at a meeting provided there is a
quorum. Most units with formal by-laws usually set a quorum as not less than
one-half of the committee membership; others simply go with however many show
up.
