As a former Lodge Chief, I had to deal with this quite a bit. The
Scoutmaster would find out the boy was moving and "encourage" the troop to
elect him before he moved. You'd be surprised how many times this has
actually happened. Just get the Lodge Chief to write a letter to the Lodge
Chief of the new lodge. Everything should work out just fine.
