Not quite. According to the rules (see Order of the Arrow Handbook or
whatever), each troop is allowed one election per calender year. The
rules do not say anything about when this election must be held, nor can
anyone impose a rule on you. They can say, we normally do elections only
in the spring/summer/fall/blue moons/whatever, but if you want an election
and you haven't had one in the calender year, you can have one. Now if
you have an election in the fall when everyone else's is in the spring, it
might make things a little messy regarding callouts, inductions, etc., but
that should be fairly easy to deal with.
This also comes up if you don't have anyone eligible in the Spring, but
come summer you do; or if you want to postpone your election until after a
major trip, because it will make a few more scouts eligible (something my
troop is doing right now, while I go to school)
