Actually the workbooks NEVER go to National. They DO NOT WANT to see
them. And the turn around is usually 4-6 weeks, not 3 months. I turned
one in on January 15th, and had it back in early March.
Normally, only the Application is sent to National.
There are basically only 2 exceptions, when special documentation is
required:
In the case of a Scout with disabilities, the Application for
Alternate Merit Badges is also sent.
If the Board is more than 3 months after the Scout's 18th
birthday, a letter from an adult explaining the delay must be
attached.
