I can't answer about the first question, i imagine the rate is much higher
for the arrow of light than the rate for eagle scouts...
a scout must be elected by the members of his own *scout* troop, which
excludes varsity teams or venturing crews, there is no other way, besides
being chosen by your troop as an adult to become a member of the order of
the arrow. if your troop does not want to have an election for whatever
reason, you should contact your lodge or chapter chief for the OA in your
area, they can explain to the leaders why they should hold
elections...there is no reason not to hold an election, regardless of how
young the troop is...
