Ed (et al),

The (US) military command to cause an assemblage to render a hand salute is
"Present Arms," and to drop the salute the command is "Order Arms." One of
the methods of teaching drill movements to untrained troops is the
'by-the-numbers' method, in which movements are broken into steps and all
the trainees go slowly through the movements step-by-step as the trainer
commands "Ready, ONE;" "Ready, TWO;" etc. "Present Arms" 'by-th-numbers'
is a one step movement -- at the command "Ready, ONE" everyone salutes, at
"Ready, TWO" everyone drops the salute.

Because the BSA does not want to be accused (or mistaken) for being a
para-military organization it appears to have adopted the commands "Scout
Salute" in place of "Present Arms" and "Ready, Two" (or just "Two") in place
of "Order Arms."
