Service Time

A question for the list;
How do the troops that you are involved with make
a decision concerning service time ? What do you
consider service time ? Who makes the decision ?
Examples;
* Cleaning Grandma's attic
* Mowing your sick neighbors yard
* A scout who stays late two hours after a
meeting to organize and clean the scout room
* Scouts who helped with the B & G Banquets to
bring scouts into the troop.
* A scout who is not a den chief, but helps out
at the den meetings as his brother is there.
Also, what do you except as "proof" of the service
time.
There is the "OA Service to America" service time,
and there is also "service time" towards rank
advancement. Do you make a distinction between the
two ?
There are obvious service time projects, such as a
community park clean up or adopting a highway or
so many other obvious service projects that meet
the "ideal" criteria. However, there are many that
are not obvious at all.
Your thoughts are appreciated, and while I'm here
I just want to say that I have been on the list
for only about a month, but have learned much. I
plan on changing from a lurker to a lister soon, I
just needed to get the "feel" of the list first.
