Arrow of Light stats and Order of the Arrow question

1. Does anyone have stats on how many Cubs eventually attain Arrow of
Light? Is it something on the order of Eagle's 2-4%?
2. Must a boy be elected to Order of the Arrow by his *own* troop? I
get the distinct impression that our troop isn't going to "do" OA,
although it may be too early to tell (the troop is only a year old, and
we have only a handful of First Class Scouts, none higher).
