Blue Cards Don't Do Doodly

In theory, I agree with you and Scott. However, there are times when thin=
gs
do not run so well. Worst case situation, the kid having his copy of the
blue card is his last line of defense in case the other records get lost =
or
messed up.
The truth is that some Troops just do not do that good of a job in their
record keeping. I have also seen cases of where a kid may have dropped ou=
t
of Scouting for a period of time, or where a kid moved from some other pa=
rt
of the country and there was problems with getting the old Council/Troop =
to
forward his records, etc. In cases like this, if the kid has saved his pa=
rt
of the blue card, that has been accepted.
Also, the way things are supposed to work is that the kid having a blue
card signed by his Scoutmaster or Troop Advancement Chairman, is the kid'=
s
ticket to getting into the merit badge with the counselor. In some cases,=
no tickee, no laundry.
I know that most counselors try to bend over backwards to help the kids,
they write notes back to the Scoutmaster or call the Scoutmaster to let
them know that the kid has finished the merit badge and things like that,=
but they are supposed to have the signed blue card in their hands giving
the Scout permission to work on that badge, before starting to work with
the kid.
