My experience is the same as that of Scott Patterson.
My council (Captiol Area in Austin, Texas) doesn't require Blue Cards
and hasn't for at least 13 years. When verifying Eagle Applications,
the advancement reports filed with the council office are used. If
there is a problem, troop records are utilized.
I suppose Blue Cards may be useful in verifying information on an Eagle
Application in certain circumstances, but I've never seen a single Blue
Card used to do this during my tenure as a troop leader.
