Advancement Guidelines

I have received and read through the new Advancement Guidelines BSA
publication. There are clarifications in the handling of MB's and MB
Counselors, but the main difference that I noted was a statement that
appeared several times and in nearly advancement section. "Advancement is
based on what the Scout can do, not on what he did". Has anyone else
noticed this? Did I miss it in the last version or is it new?
