I recently was sent a copy of a letter from John Darylrymple at the
national office regarding the questions brought up in the recent (and
seemingly endless) Scouts-L discussion of the camping merit badge
requirements. Basically the answer was that the merit badge
counselor(s) are expected to use "common sense" in interpreting the
requirements.

Let me cite an (theoreticl) example.

A scout comes to you with a desire to complete the Music merit badge.
At the first meeting, he brings with him his trumpet. At the request of
the counselor, he takes an unknown piece of music and plays it perfectly
on the second try. He then names the five groups of musical instruments
and explains how each produces sound.

He then outlines the development of music in the United States and shows
that he knows the lives and works of five better-known American
composers and musical artists.

He brings out a handmade Pan flute which he has constructed, and
demonstrates to you that he can play a tune on the instrument.

Reviewing the requirements, you see that he only has one left to
complete the badge. He must serve for six months as a member of a
school, church, Scout unit, or other local musical organization, or
perform as a soloist in public six times. You ask, and he produces
letters from his music teacher verifying that he has been a member of
the school band since he was in the fifth grade, a period of six years
and has performed recently at Carnegie Hall in an individual piano
recital.

Obviously, you tell him to come back in six months since he must serve
those six months in the band after he signed up for the badge.

I don't think so.
