All of this talk about Councils/Districts keeping lists of MB counselors
and matching blue cards to those lists raises a question in my mind: If a
Scout (or a troop) goes out of council for a summer camp or MB Midway
event, who is responsible to verify that the person signing the blue card
is a valid counselor? When the Eagle application is turned in to the
Council/District, how do they satisfy themself that everything is on the
up-and-up?
I guess this would also apply for 17 year-old applicants as there is a
strong likelihood that at least one of their counselors is not longer
registered.
