You are correct that the same rules as for 18 year olds applies for
April 1. However, It's actually 3 months, with no added documentation
needed.
A delay of 3-6 months requires a note from a parent or Scouter
explaining the delay, and attached to the application
A delay >6 months, requires prior approval from the Eagle scout service
BEFORE the Board of review can be held.
These are listed on the Application itself, for 18 year olds, and BSA
has said the same rules will apply for the end of this month.
