It is more complicated than that ... as I work on keeping my district's
list up to date. Councils can track who is registered as a code 42, but not
what they are approved to counsel. This is the vital element to counselor
registration. Just because Dr. Spock was a great baby doctor, it didn't make
him an expert on Viet Nam or Nuclear Disarmament...no matter how much he may
have said on these two subjects.

A counselor is registered as a counselor, to counsel specific badges, or
our merit badge system has no validity. Additionally, counselors must
re-register each year.
