We've been turning in the blue cards for eons. HOWEVER, they go to the
District Advancement Chair (volunteer) not the overworked/underpaid DE.
When we've had problems (usually the Advancement Chair has turned in the
wrong "half") the District AC has been happy to turn back all of the troops
blue cards. All we had to do was ask.
That's it....simple. I am looking forward to Troopmaster 2000 and being
able to submit reports by disk (which I am *told* we will be able to do.)
