According to National Office, the fee for transfer from one unit to
another is a flat $1.00.

If Council is collecting double on a boy and passing the second on to
National, then he will be listed twice on Council records and he will be
recieving 2 Boys Life subscriptions.

If Council is NOT turning in the second registration to National, then
this means that they are pocketing the extra registration fee as boosting
their operating fund.

Finally, you state that "required to collect the full fee" as refering
to the Troop. Who is requiring that they collect the full fee? The Troop
should be well aware that these boys are already registered for the year.
Are they collecting the full fee but only passing on the $1 transfer fee?

Any of the above scenarios are flat out WRONG. You are right in that
this IS making the boys pay double, no matter who is pocketing the second
fee. While it is quit common for a Unit to have a "participation fee" which
can be dues paid weekly, monthly, or yearly, it goes against everything in
Scouting to hide this. Some of the Troops in my area assess ALL boys a
yearly "fee" usually in the range of $25-$50 on top of the registration fee.
This is always spelled out to the Webelos parents that this fee will be due
when a boy crosses over, and that the Troop picks up the $1 transfer.

Sounds like you have some work to do so that this can get straightened
out. Suggest that you contact your DE, and tell him/her what is going on and
see if these boys are being registered twice. This will give you and your DE
the opportunity to see what needs to be done to fix.
