EVERYONE should take the CURRENT YPT course, which is a revision
from the previous course offered several years back. Depending on
your local Council, you may need to take it before the Council will
issue new registration materials to your unit or allow it to
recharter.
It's become THAT important.
In other Councils, like any other training, if you can show that
you've attended it within the last three years, you won't need to
retrain again until then. But it's a LOCAL COUNCIL CALL, and NOT a
"national requirement nor mandate."

Ask your District's Executive to check with his boss at the Council
office about this. This is a local Council's call as to how often
volunteers must attend and participate in the YPT.

The only documentation that I can even point to is within the BSA's
Administration Manual, which simply states that volunteer training
courses must be offered frequently and that the training calendar
should offer every volunteer the opportunity to attend basic,
intermediate and advanced training at least once every three years.
I don't know if that'll help you; I don't think so, but I offer it
as at least a start for your professional to check into.
