No Scouts, but two Explorers from my former Explorer Post were
honored with a Gold Congressional Medal a while back.

Yes, they were able to use their participation and/or planning for
their Explorer Achievement Award as part of the requirements for
the service aspect as well as for the personal growth and the
physical fitness aspects.
Off the top of my head, I can't think of the specific service
projects they did for the award but I can recall that they
participated with us with several "recounting Scouting history"
oral history projects co-done with the University's History
department and a couple of book drives.
