There's a distinction here I want to highlight: For all practical
purposes, your days as a youth end when you turn 18, not when your
unit recharters, Ben. While your Council may be willing to retain
you as a youth for those six or so months (and it's perfectly
legal), the advancement trail ends at 18 years old.

Depends on whether you're willing to register as an Venturer or
not, Ben. If you're willing to register as a Venturer, you have an
extra two years (which is what it's going to take to earn the award
under normal circumstances) to earn the religious emblem. If you
choose not to become an Venturer, then I'm afraid you're right,
because adults cannot earn the youth religious emblems...and you
become an "adult" by the BSA's eyes when you turn 18 UNLESS you
become an Venturer and stay there between 18 and 21.
