Note, if you will, that CITIZENSHIP preceded fitness. In order to be a
good citizen, one must read and understand what one reads. (See the
Amendment concerning a Free Press, and see also the Federalist Papers
where this amendment is discussed.)
I would prefer an unfit good citizen to a fit bad one. (See Napoleon,
Baby Doc, idi Amin, et al.)
IMO.
