The Scoutmaster's Key Award, Mike, can ONLY be earned by the
Scoutmaster. Nobody else.
The Scouters' Training Award is available for EVERYONE to earn, and
as others have posted here, it's part of the requirement (isn't it
an OPTION, though??) for the earning of the Scoutmasters' Key
Award.
This means that Troop Committeemembers and Chairs, as well as
Assistant Scoutmasters, may earn the Award. Most Committeemembers
will find that working on the Award is a piece of cake because it's
not much more than what they are doing right now as volunteers.
The Key requires a lot more effort on the part of the Scoutmaster,
and requires a lot more time to complete.
