If the Troop gave him a neckerchief, a slide and red shoulder
loops, then he's entitled to keep them. As far the crossover, this
was something that he should have be counseled over BEFOREHAND to
insure that yeah, he wants to be in that Troop and yeah, he wants
to continue in Scouting. This *should have been done* during the
Scoutmasters' Conference BEFORE he became a member of the Troop.
Now, if this was something he just "jumped out of the blue" with,
there's nothing anyone could do about it and the Troop will just
have to "eat" the costs associated with this Scout. But all is NOT
lost, Ginny...if this kid filled out and completed an application
and if the Scoutmaster accepted it, he's still considered a Scout.
On the otherhand, if he didn't turn it in, the address and other
information can be used as a lead to "talk with this kid" a couple
of weeks or perhaps a month down the road to "make sure that he's
doing what he wants to do."
A lot of times, it's "I don't want to be in Scouts anymore" but
rather "I don't want to be in Scouts RIGHT NOW because of ....."
Given some time, this kid will more than likely show some interest
in coming back to Scouting...that's why we have something called
"separated/reregistered" in our programs!
