UPDATE: BSA Organization
(no name) ((no email))
Fri, 5 Mar 1999 02:58:59 -0600
I want to thank the two Scouters whom provided me with more updated
(one stated "your previous information was good, but it's VERY
dated; the other stated "it's really antiquated!") information on
the CURRENT BSA professional organization.
I also received a short posting which I've been holding until I
received more information which I'll share here:
I'm withholding names of those Scouters whom provided me with this
information, only because like I stated earlier, this isn't
something which the BSA routinely provides; furthermore, the BSA
would like us to emphasize who's doing what within YOUR local
Council instead of "who's who" at the National or Regional offices.
>Mike: Read your long explaination on the BSA's organization. I
>and many other professionals appreciate what you do for the
>program; but your reply treads on thin ice. While you stated
>accurately that the BSA's national and professional staff would
>prefer to be "behind the scenes," you failed to mention that such
>release of names and positions would cause undue amount of
>phonecalls and letters addressing issues better answered at the
>local Council level. I ask you to please don't use your resources
>in getting and publishing a grand list of employees at the
>National or Regional offices; it serves no worthwhile purpose for
>the volunteer in the field. Thank you again and I ask you to
>keep this within your confidences...
I agree with the poster, and emphasize once again "for the record"
that we should be dealing with our program from the lowest level
(that means our Councils). However, I do disagree with the poster
too, because there's a LOT of issues (we've brought up several here
over the last two to three weeks!!) which do lend themselves to
sending personal letters to our supporters at National to either
resolve or to express our (dis)satisfaction with our tools and
equipment!!
I DID however, get an updated version of the BSA's national
organization: Here's the CURRENT organization:
The CSE Office is comprised of the CSE, Deputy CSE/Chief Financial
Officer, Assistant CSE, and the Administrative Director for the
CSE.
(CSE is Chief Scout Executive, the BSA's senior-most professional
member)
The Chief Scout Executive supervises the four Regional Directors.
The Deputy Chief Scout Executive/Chief Financial Officer supervises
the Relationships/ Marketing and Administration Group Directors, as
well as the Supply Division, International Division, Internal Audit
Service and the Comptroller Division.
The Assistant Chief Scout Executive supervises the Program and
Personnel Group Directors.
The Regional Directors DO NOT have dual hats as Deputy Chief Scout
Executives. They are the same level as the four group directors in
Irving.
The other four Groups are:
Administration, headed up by the National Director of
Administration;
Program, headed up by the National Director of Program;
Personnel, which is headed up by the Personnel Group Director;
and Relationships/ Marketing, headed by the Group Director of
Relationships/Marketing.
Under those groupings are twenty-one standing divisions and
services, all corresponding to appropriate volunteer oversight
committees: There is no such thing as an ad hoc division or
service.
In Relationships/Marketing, there's:
External Communications Division
Magazine Division
Electronic Publishing Division
Relationships Division
AudioVisual Service
The Group Director reports to the DCSE/CFO.
In Program, there's:
Cub Scout Division
Boy Scout Division (includes OA, NESA, Eagle Scout Service)
Venturing Division
Jamboree Division
Finance Support Division
Learning for Life Division (includes Exploring)
National Events Division
Council Services Division (which includes the Registration Service)
Scoutreach Division (formerly Urban Emphasis)
High Adventure Division (Philmont, Northern Tier, Florida Sea Base)
The Group Director reports to the ACSE.
In Personnel, there's:
Personnel Administration Division
Compensation and Benefits Division
Professional Development Division
Professional Selection and Placement Division (Recruiting)
The Group Director reports to the ACSE.
In Administration, there's:
Properties Division (includes Engineering Service)
Information Systems Division
Treasury Division (Risk Management, Credit & Collections, Cashier)
The Group Director reports to the DCSE/CFO.
There are 3 divisions and one service which do not report to a
Group Director but report directly to the DCSE/CFO:
Controller Division
Supply Division
International Division (including Direct Service Council)
Internal Audit Service
Within each Region, there's the Regional Director, Assistant
Regional Director-Operations, Assistant Regional Director-Support,
and Regional Personnel Director, then some Associate Regional
Directors, Regional Endowment Counsels, and Area Directors (no
Associate Area Directors).
I do appreciate the additional information, and hope you do as
well; I've made a copy for my binder as well as to go into the old
Administration Manual where I've penciled in the changes as I've
been told them over the years.
Thank you all for helping us to understand a little more about how
our professional counterparts at the four Regions as well as at
National are organized to support our local Councils and in return
us and our youth members!!
