Followup: Commissioner Arrowhead/Keys

Mike Holmes posted me privately and asked me to double-check the
current BSA's Leadership Training materials because:

They aren't eligible for either, but are eligible for the
Commissioners' Award of Merit, Mike. I had to go back and
double-check my copy of the Leadership Training booklet to make
sure. All training awards and keys STOP at the District level.
It is implied that the Council's Commissioner staff would already
have earned the Arrowhead Honor and either are working on or have
already received the Key as a Commissioner.
