Depends on if your Council has a BSA Scout Shop(tm) there. If they
do, then you can just take your items to them and they will assist
you in filling out a form and they will send it to National Supply.
In other cases, you need to compose a regular letter (no email!) to
the Director, Supply Division, Boy Scouts of America, at the BSA
National Office address (I don't have the address to the Supply
Division in Charotte handy...but if you have it, use it).
In your letter, simply explain what the situation is and what you
need in exchange, and don't forget to sign your name and provide
your Council name (and number if you have it) and your position (or
"parent of John, Troop XXX").
The previous "policy" was that the items were sent to you; the
current BSA policy about getting things from "national" is that
they ship it to the local Council service center for you to pick up
from them...they do this because it's a little cheaper for them to
ship stuff to them directly (and it gives a little bit of control)
than it is to send it to you at home. (I don't know if this applies
to the supply division stuff...it does apply to everything else
"special ordered").
If you're exchanging items for larger or different items, you need
to enclose your credit card information, or provide a check to
cover the costs of the difference between the two items; otherwise,
you'll receive a nice pre-printed letter advising you of the cost
and asking you to submit the money before the merchandise can be
shipped to you.
The BSA's Supply Division has ALWAYS had a policy whereby if you're
not happy with your BSA items, to simply return it to them for
exchange or refund no questions asked. I and other Scouters have
done this in the past, and received prompt attention from the
Supply Division. They are in the "business" of supporting us, and
"stuff that don't last" gives them an idea of what needs to be
changed, modified, resourced, or just dropped all together.
