I am going to assume this is a change in the 1999 GSS, which I stated I
have not seen yet. My 1998 GSS says on page 4, the first section in the
book (because adult leadership in everything Scouting is important!!):
Leadership Requirements for Trips and Outings
1. Two-deep leadership
(This is now in bold print, which denotes BSA rules and policies,
Sandy) Two registered adult leaders, or one adult and a parent of a
participating Scout, one of whom must be at least 21 years of age or
older, are required for all trips or outings. There are a few instances,
such as patrol activities, when no adult leadership is required. Coed
overnight activities require male and female adult leaders, both of whom
must be 21 years of age or older. (End bold print)
I re-read this page twice (again) to make sure I didn't overlook
anything and, nope, it doesn't mention an adult-per-Scout ratio
anywhere. Is this new? Can you quote me page and paragraph where this
is written down. Like I said before, if it ain't written down
somewhere, it is merely rumor! And, if the GSS you are quoting from is
older than 1998, it is no longer valid, just like my 1998 GSS will not
be valid once the 1999 GSS are available to the Scouters in our council.
Personally, I'd be happy to have as many adult leaders and interested
parents on any given outing as I can get, no matter how many Scouts are
there.
