Ginny,

You do not have to have two deep leadership in the car, but you do have
to follow the Youth Protection guidelines. This is similar to Merit
Badge Counselors. Two or more youth in the car works as well as two
leaders in a car. Just remember that you cannot drop off all but the
last Scout, and be alone with the last Scout in your car, unless that
last Scout is your own child.
