As with any information, of course it has some value. It just depends on
what value your looking for.
As a comparison of the strength of various programs, however, it has
some problems. I can't comment on most of the countries listed, but in
the Philippines, for example, which shows the second highest level of
"market penetration" the scouting program is run as an in-school program
with paid scoutmasters. It's pretty hard to compare that to Hong Kong,
for example, where we're dealing with an all volunteer program without
the support of the current government.
So what does that do for us? Well, it could give the pros in the USA an
opportunity to say "See, a paid staff generates higher levels of
participation." And they may be right, but, we really don't know since
there are so many other variables. It doesn't necessarily prove ant
kind of cause and effect.
Another words, it's interesting food for thought, but that's about all
it is.
