Earning discontinued merit badges - another possibility

As to how a Scout could in 1998, earn a Merit badge which was dropped in
1989, Mike Walton said:

Mike correctly points out that that WAS an error, and boys with either
physical or mental disabilities can remain youth members past age 18.
Putting both of these together, brings up another way that a Scout could
earn an old Merit Badge:
A Scout with a disability (mental or physical) started the badge
before it was discontinued, and earned it while still registered
as a youth beyond his 18th birthday.
