Child Protection - Foster Kids

Gang,
We had a new scout join who was signed up by his "God Mother". We
initially thought it was his real mother but learned differently later.
This started a discussion about foster kids and Scouts being raised by
Grandmother's (We've always had a lot of those.) The "family" is not what
it used to be.
Our main issue is who can give us permission to take these Scouts on trips,
local and out of state?
We've now added new questions to our initial interviews. "Is this your
son? If not, how are you related to him? Are you his legal guardian?".
