I have that situation right now in my troop. Our troop policy with boys who join
who and are already in the 7th grade and up go right into the regular established
patrols for older scouts. However at scout meetings they are assigned to the new
patrol(s) for advancement work. As soon as the year is up or he becomes First
Class he his through with the new patrol. By the same token a younger scout
joins the regular troop program once he is First Class but remains a member of
the new scout patrol(s) until it is time to join the older scouts. YiS
