How can this be possible. I believe that the book says that you must have a
signed merit badge application from your scoutmaster before you go
to the counselor and start working on the MB. Do we let cub scouts
start MBs? I believe that you have to be a registered Boy Scout to
start working on MBs and the book does say that any Boy Scout may
start work on any MB at any time...doesn't say that any boy scout
can start work on any MB while a cub scout.
