The ONLY time you wear this Scout shirt is when you wear the neckerchief?
Yes? No?
If no, buy two shirts.
If yes, or after you've bought the second shirt, take the shirt to a dry
cleaner with a seamstress (or ask your wife, nicely) and have the collar
removed. You'll *probably* end up with a stand-up band sort of like a
Nehru-collar, but the neckerchief will cover it.
