If you look at the age eligibility requirements found on page 2 of the
Boy Scout Requirements Book you will find that it states the merit
badges, badges of ranks, and Eagle Palms are for boys who are registered
as Boy Scouts or Varsity Scouts.

Therefore your comment about Cub Scouts counts (for Camping MB) is
incorrect. If we counted that, then we would have to count all the
nights he went camping while in the womb.
