Swimming Requirements

The requirements say, in a foot note, "This requirement may be waived by
the Troop Committee for medical or safety reasons."
The requirements do not say that there must be a physical disability. A
psychological aversion to plunging one's self into water over one's head
could certainly be considered a reasonable safety risk. I do not
particularly like the term "waived", as this means that the Scout would be
exempt from the requirement. I would prefer that an alternative requirement
be substituted, like the alternatives to swimming merit badge (hiking or
cycling) for Eagle. However, since we are not allowed to add requirements,
we must decide whether to waive the requirement for the individual Scout or
to force the Scout to face his fear at the very real risk of drowning.
