Laura,
I would suggest you start by talking to the Scout's parents. You want to
find out what their feelings are, and if there special circumstances
that may be causing the Scout's fear. It appears to me as if this Scout
may qualify for a waiver from the Troop Committee.
The Scout's demonstrated fear of water constitutes a safety
consideration. As such the Troop Committee can waive certain
requirements (or parts of requirements) involving swimming. The
committee can get advice from the Unit Commissioner or District
Advancement Committee, but the decision is theirs to make. If the Scout
has progressed steadily over the past two years and is only being held
back by the swimming requirements, there shouldn't be a problem.
