The type of fund raiser you describe is absolutely prohibited.
The Guide to Safe Scouting (1998 Edition), page 30, states: "The selling
of fireworks as a fund-raising activity by any group acting for or on
behalf of members, units, or districts may not be authorized by
councils.
You & your committee probably have a copy of the Guide laying around
somewhere.
