Your best bet on getting official answers is to contact Philmont
directly.
That said, personal tents were allowed the last time I was there
in '95. Philmont had tents, flys, stoves, cooking gear and other
equipment that expeditions can use if they choose. However, any
gear that you bring with you will be scrutinized during the
checkout and then the first shake down day when a ranger is with
you and there may be strong suggestions to use their gear if
yours isn't suitable.
