The awarding of the 50-Miler and Historic Trail Awards are done
locally by each individual local Council. Most Councils allow each
person that participated and completed the Historic Trail or
50-miler (by unit leader certification on a piece of paper attached
to the application) to purchase the 50-Miler/Historic Trails Award
patches/decals. I've been a part of nine 50-milers and three
Historic Trails; two Historic Trails as a adult and four 50-Milers
as an adult...and were presented the patches and decals.

The individual awards are presented by the UNIT. It's NOT
considered a "national award" even with the name. The only
"national award" is the certificate which is presented to the unit
or chartered partner or both. It's considered a youth award, so we
adults cannot wear it.

May be earned by youth or adults, Same goes with the Scout
Lifeguard emblem too. Ideally, the Mile Swim is a youth award but
the award can be earned by anyone.

Those are awarded to youth and adult members and carry no
restriction. Ideally, youth should wear both because that's why the
awards were created; but adults do earn and wear the strips.

Only by youth in that Patrol.
"Other Awards", like for instance, religious emblems depend on the
faith and the age bracket set up for that award. The same would go
for trail medals and other like awards.
It sounds like this kid wants to keep getting the "kid stuff" and
wants to be "recognized as an adult," John. A good Scoutmasters'
Conference with him should let him know that "it's either one way
or the other, guy. You're either going to participate with us as an
adult or as a youth member....and at the end of our charter in May
(June) (October), you're going to have to either go through the
process of becoming an Assistant Scoutmaster or leave our Troop for
the Venturing program."
