The BSA's Administration Manual states that a Scout may remain in a
Troop after he turns 18 years of age but MAY NOT EARN ANY RANK,
AWARDS OR ITEMS DESIGNED FOR YOUTH MEMBERS. He is considered a
member of the Troop until the end of the current charter period, in
which he either must be registered as an adult (and complete an
adult application, which must be verified and approved at the
appropriate levels) or register as a youth member in Exploring
(Venturing).

I disagree, but I'm not your local Council, John. They are trying
to keep this young man on their "boards" as a youth member. Not
good. If *I* was the Scout Executive of that Council, I would be
questioning such "registrations". Its one thing to "let the
current registration expire out" but another thing to "continue to
post him as a youth member" when in reality he's a Boy Scout Adult.
But that's why we have *local Councils*, with the authority to make
those kinds of decisions *for their own youth*.
Your Council should have several copies of the Administration
Manual on which I speak; your Registrar probably used it to base
her answer by....I would stop in and get a copy of the page (mine
has it under "Registration Status", but I'm working with a *rather
old* copy (1990) and updating it with snippets from here and other
sources over the years.
